Human resource is essential in any organization for recruitment purposes and dealing with issues about the employees. Based on the information I have learned in this course, I am going to come up with an HR plan with the necessary steps required in creating a one-person human resource department. I will ensure that the HR plan design corresponds to various organizational dimensions (Athreya, 2014). For instance, in the existence of multiple clients in the organization, locations as well as products and services, then HR will ensure that it will support all of them. First, I will start by giving a clear summary of the organization, including its name, number of employees, and the industry the firm is operating to come up with a detailed HR plan. This plan will include developing selection and recruitment plan, designing development and training plan, designing the compensation package for employees and discussing the legal issues to be considered in the organization like the US Equal Employment Opportunity Commission (Bhuiyan, 2018). Finally, this paper will give support concerning the decisions that were made in coming up with the HR department from scholarly sources. The HR department plays a crucial role since it revolves in all the organizations’ departments maintaining a strategic focus, which leads to organization success.
The HR plan am developing is for a business that deals with party planning that is called ACE. The company operates in the entertainment industry, and it mainly gets involved in organizing and planning for the parties (Khudeir & Khudeir, 2017). The business has at least 20 employees, but in case of any need, it outsources part of its needs from bartenders, photographers, caterers, and bakeries to help in delivering services in the organized parties. Some of the parties the business plan includes; graduation ceremonies, birthdays, weddings, the company’s event, and the anniversaries. The customers can select the packages from the company’s catalogue (Athreya, 2014). The business also provides a wide range of services ranging from planning for events, design, entertainment, logistics to consultancy services. The business guarantees its customers satisfaction since it has highly trained and qualified staff with proper coordination. Their team also has excellent planning skills, and this ensure s that they effectively plan for the events to customers’ expectations (Bhuiyan, 2018). They make sure that the guest leaves the place very happy on the event day as everything is perfectly catered for by the company.
Recruitment and Selection Plan
I will first start by developing a recruitment and selection plan for the business. Recruitment strategy and staffing need highly skilled personnel since it mainly deals with customers directly and takes part in solving problems in the organization. As the one-person human resource department, I will take maximum time to go through the application and resumes, checking at the qualifications, taking the candidates selected through interviews, and negotiating on a job offer by the qualified candidates (Bhuiyan, 2018). This is a very critical process since when the wrong candidate is selected for a given job, the performance will not meet the expectations of the organization. In case one of the staff leave the organization, I will repeat the whole recruitment process to find the best candidate to replace the gap (Athreya, 2014). The process consumes a lot of time and is so costly and can even interfere with the organization’s operations. It is, therefore, essential to have the strategy in recruitment to ensure the organization gets the right candidate for the job offered.
ACE’s one-person HR department recruitment strategy would be very critical due to value-creating potential workers that might be realized. This is through consideration of the capabilities that are enhanced and the reduction of the cost of recruiting the right employees to the organization. One of the primary roles of this business is customer service, and this helps in realizing the customer service value in the recruitment strategy through additional insight to the feedbacks given by the customer, management of customers, and satisfaction and loyalty of customers (Hauff & Hansen, 2014). Sometimes, recruitment strategies can be a problem to the organization at a point where it constrains the company’s flexibility in terms of the ability of employees to adapt to the dynamic nature of customer service and its potential to create value.
The recruitment plan will include the explanation of recruitment and its importance as well as the required tools to be used in getting the right candidate to fill a job position. Recruitment is a stage in the staffing process, and it is essential since the employees can easily be managed for an extended period, and a lot of problems can be avoided only if adequate time and better plans are taken during the recruitment and selection process. The tool that will be used to get the right candidate to fill a given position in the organization would be using me as a one-person human resource department to help in managing the process of recruitment (Athreya, 2014). This will significantly help in bringing all recruitment activities to one central place, which will be my office. The company decided to have this tool since having a central source, and the firm will just be required to set its goals and come up with a plan to help them achieve those set goals. Monitoring would be the next tool to be used after the formulation of the recruitment plan. This tool is vital since it will assist in revealing the strengths and weaknesses of the entire recruitment plan.
The selection plan for a given position in the organization will include explaining staffing and its importance, types of interview techniques to be employed, and assessment identification. Staffing is a critical role of the HR department in an organization since it involves recruitment and selection of the right employees and their placement to the job positions (Khudeir & Khudeir, 2017). The company will use evaluations as the staffing assessments where the abilities and competencies of employees against the needs of the business must be evaluated. Ace will be in a better position to achieve its set goals only if it can properly execute this task.
ACE one-person HR department can make use of two interviewing techniques to fill various job Positions. The first one is psychologically assessing the candidate’s skills, personal traits, and abilities, and this can be done in form tests (Athreya, 2014). This assessment helps the company to get the employees with the required qualifications. The next one is interviewing the candidates by asking them various questions such as: How would you revolve the customers’ issues? How familiar are you with the company’s policies? What are the best methods to ensure customer satisfaction? In which ways do you measure your success as an employee? The interviews are significant since asking the candidates questions helps in revealing their skills in making decisions and how they react to particular situations. As HR, I will make use of these techniques in the staffing process.

After being through with recruitment and selection of the employees, I will use a compensation package that is specifically designed for qualified employees. The compensation package that I will use for the best candidate will be the one with room to grow, just like I had mentioned earlier. The package will include the starting salary with the chances of increasing as well as the advancement of the job position (Bhuiyan, 2018). The enrichment of the job involves raising the activities while also providing challenges of different difficulty levels, empowerment of workers, and ensuring the job is so meaningful. Job enrichment relates to the two-factor theory by Frederic Herzberg’s intrinsic factors like responsibility and recognition, which influence employees’ job satisfaction directly (Athreya, 2014). Besides, most of the people are only motivated by just enabling them to satisfy the factors identified by Herzberg as real motivators like development.

Legal Issues to be Considered
ACE will have various legal issues that must be considered. The first one is discrimination based on age in offering job Positions. According to Bayl‐Smith and Griffin (2014), age discrimination is where the employer treated the employee differently based on their age. The age discrimination in the employment act (ADEA) of 1967 protects all the employees in the U.S who are over 40 years. It is therefore not acceptable for an employer to fire an employee or fail to promote them just because they are old useless there is a limit reason to do so or exceptions such as the physical ability needed for the pilots (Bhuiyan, 2018). ACE will ensure that it goes as per all the legal requirements and the laws protecting the employees from discrimination.
Sometimes, it may be difficult to judge whether specific laws apply to or doesn’t apply to particular jobs when it comes to the identification of a splintered landscape of employment. The company is responsible for recognizing all the legal issues concerning the employees, which can put them at risk (Hauff & Hansen, 2014). ACE should understand all the rights of the employees and the employer to avoid getting involved in any unlawful situations.ACE has well-drafted policies for the employees and can be used as a defense to assist the employer in reducing and regulating incidents relating to employment.
Steps of Developing a Performance Appraisal System For ACE
Performance appraisal for employees is a standard management tool that is widely used in the U.S. performance appraisal involves evaluating and rating the employee’s accomplishments in accordance with the set objectives and reward the employees who have performed well to the attainment of the set goals. Rating a single employee is the same as evaluating the entire organization’s objectives as a whole. Performance appraisals are therefore vital to any organization as it impacts the strategic plan of the whole company (Athreya, 2014). The ACE business will use the supervisors to conduct performance appraisal and also rely on customer surveys to ensure the quality of services provide is maintained. It will reward the best performing employees as a way of motivating them and boosting their morale.
After going through this course, I have learned that the human resource department plays a significant role in any organization when it comes to the recruitment process, training of the employees, promotions, compensation, and the general discipline of all the employees (Bayl‐Smith & Griffin, 2014). The department also helps in maintaining the strategic focus on issues like culture and human capital. All the HR plans are essential for the growth of the business and performance of the employees. It should, therefore, be considered as the heart of any organization, and if it fails in its operations, it means the entire business will be at risk of collapsing.
In conclusion, this paper gives an HR plan having all the steps required in creating a one-person HR department at ACE business. It has ensured that the design for the HR plan mainly corresponds to different dimensions of the company. There is a clear picture of the importance of having a strong human resource department in the organization. The company having employees will low esteem and who are not loyal to the company depends on their HR department. If the HR department follows all the necessary steps involved in the recruitment process, it is therefore impossible to have such employees in the organization. The performance of the business keeps on raising since the employees recruited are qualified and meet all the qualifications to fit in the job position.
