When it comes to internet policy, I see that it is a broad area and there are multiple things that get
involved in it. Internet was invented January 1, 1983, which is not far ago compared to other
medias. Also, internet was not introduced to people before like we are now, so it makes it
different. Internet issues in my opinion can be broad and affect different kind of people around
the globe. I see that the internet affects all people at different ages, all people at different social
classes, and it affects governments and high-power industries.
Major challenges may be that companies want certain things to be searched on internet. Some
governments want certain things and subjects to be posted to the internet, and some people want
to see various legal or illegal things in the internet (Retsky, 2008). A challenge and an issue will
be the limitations of the usage of internet, who uses it, how its use, and what affects does it have
on broad industries and areas in big countries such as the United States. I believe that internet
polices are taken to a municipal level as I said again, internet gets related to many different
things that include government.
Internet is a broad thing. Internet can be targeted and a concern for almost everyone on earth.
Internet have trillions of stakeholders even though they are grouped into different areas, but they
are stakeholders. Some of these stakeholders are governments, companies, Internet companies,
Universities, Schools, the marketing industry, and many other people who are related to these
bigger groups. Therefore, this will become a major public interest as internet is to the public. The
polices for the internet access may be not affective to one group but are affective to the other.
Lever of participation
Stakeholder name and their priority/ concern Evaluation
Low cost Public/
No cost and high speed Public Libraries
Power interest grid.
Public/ governmental Buildings
Low Power High Power
I chose these map types as I see that they clearly show the important stakeholders, along
with showing their concerns, interest, and power. The maps also indicate an evaluation to the
concern. These maps had grouped the areas and the stakeholders that I would like to focus on.
Children’s online Privacy protection act
This policy was enacted in the year 2012 and fully amended in 2013. This policy
recommends that all the websites holding information of juniors who are under the age of
thirteen years’ old to comply with the Federal Trade Commission. This law is considered to be
the first law to be enacted on internet in the US. It originated in the year 2000. The law monitors
the websites carrying the information about the children. They ensure that those websites comply
with the requirements of Federal trade commission in terms of the language used, content,
method of advertising, graphics, features and the intended group. The law requires that the
language used in the information is according to the children’s standards. The websites should
not use language which can curtail discipline among the children (Marks & Keith, 2015). The
languages should not be vulgar and also the languages used should be simple that children can
understand easily. The content of the information conveyed should be about the children only.
Children of less than thirteen years of age should not get assessed to some information. It should
not contain information which above their level of development (Retsky, 2008). For instance,
children websites should only contain the information about their health and how they should
develop socially and morally upright. It should not contain information relating to business
opportunities or sexual related advertisement.
The websites should not contain graphics that may erode their moral behavior. The
graphics should be those that have information on education related issues and those pictures
with moral teachings which can help through grow morally. The last component of the website is
the features and the target audience. The websites should have features that meet the targeted
group. Websites which contain children information should have children related contents
different from a business website which can only carry the types of goods and their prices.
Children websites can contain educative tales, and also some of the books which they can use in
their class work.it should not have complicated features which will prove difficulties to the
children in understanding. The policy also controls the methods used by site controllers to get
information from children. For instance, the site controller can request that children send their
information through the email using cookies, the site provider is required to have a general
information about persons under the age of 13.
Electronics Communications Privacy Act
The act was passed in the year 1986. It has however remained unchanged despite
technological changes. It requires that the Government of the United States access the various
digital communication means such as the electronic mails, social media platforms and subpoena.
The law also gives the government an authority to access the information shared through public
means such as the cloud (Retsky, 2008). The law controls the process of making electronic
information which includes place of processing, the transit method and also the storage method
on the computer. The law further states that there is no guarantee on the messages that have
taken a period of more than 180 days. The companies charged with the electronic media are
required to deliver the information to the government on request (Marks & Keith, 2015). The
also gives the government of the US to access the GPS tracking via their mobile phones. This is
to ensure that the information that are shared through electronic media are safe from fraud. It
also prevents transfer of information that may threaten the country’s security. This act therefore
will help the government in controlling the information that is shared across the country and
beyond. The business organizations or individuals should understand the laws related to the
internet access so that the security and confidentiality of the information conveyed or shared is
maintained and also protecting the country against fraud and terrorism.
Effects of Internet Assess Policies on Various Stakeholders
The Online assess laws are important in controlling the information that is shared online.
The Federal Trade Commission has set up level of penalties that are imposed on noncompliance
with the set rules. The COPPA through FTC has set up a penalty of up to $ 11,000 for a single
case. The websites controllers and businesses that offer online services will bear great penalty
when they fail to comply with the children laws. Their publicity will be destroyed due to failure
to comply with the laws that protect children in terms on online access. Sometimes compliance
with COPPA is difficult for the business organizations. According to Godbey, it is difficult to get
permission from the parents of the children that their information be contained in the website
(Matecki, 2010). The parent of the children will have meaningful reasons why the website
controllers want the information of their children. The law will also require verified documents
from the parents allowing their children’s information to be contained in the website. This delays
the process of communication.
The Electronic Communications Privacy Act generally affects data processing, path
followed by the information and finally the storage method. The laws have provisions that allows
the Government of the US to have access to the before it is relayed to the receivers. This will in
turn ensure protection of the information from getting into unauthorized hands. The law also
provides provisions for civil rights and civil liberty which determines the level of privacy of an
information. This in turn led to the development of emails which provided privacy of the
information than the subscriber account information. There are also some additional three
specific provisions provided by the act. The title commonly known as the wiretap which protects
the materials of communication such as wires or oral communication hence ensuring privacy of
the information (Matecki, 2010). The stored Communications act is another provision provided
by the policy and it protects the content of the information. The last provision deals with the trap
and trace devices which require the government to acquire an authorization from the court on the
installation of the communication devices.
In conclusion, the policies that are enacted by the government on the online assess help
protect various groups in the communication chain. Before any information of children is placed
on websites, there must be a consent from the parents of those children. The materials used in the
communication should be controlled by the government to prevent fraud in the communication
